I think we can all agree this is nuts at worst, and likely just confusion at 
best, but there's clearly a problem around expectation setting. That probably 
is the best place the federation itself can focus its energies.

Needless to say, if somebody asked me to blacklist their IdP from 
shibboleth.net, the answer would be unprintable.
