FYI, two (2) test IdPs are not marked hide-from-discovery and both
have indicated they will do so Real Soon Now.

No, that is not true. A test IdP MUST be tagged hide-from-discovery.
The reason we have two test IdPs that are NOT marked
hide-from-discovery is purely historical.

Btw, traditionally InCommon has strongly discouraged test IdPs in
metadata. We have talked about relaxing that stance now that we have
editable IdP mdui:DisplayName but no firm decisions have been made. In
any case, test IdPs will still be required to tag themselves with the
hide-from-discovery entity attribute.
