Thinking out loud...suppose InCommon Operations did the following:

1. Consume the eduGAIN aggregate and include the above IdPs in the
InCommon metadata aggregate
2. Produce an export aggregate that included the LIGO SP(s)

If InCommon were to become a member of eduGAIN, wouldn't that "solve"
the LIGO requirements?
