Yes, they are in the export aggregate, that's how they are getting to LIGO 
right now.  As eduGAIN is republishing the same export aggregate as used by 
the LIGO pilot, these entities also appear in the eduGAIN aggregate.

The Cardiff IdP is a pre-production system rather than their primary, 
although it shares the same directory.

The Glasgow IdP in question is the National e-Science Centre IdP, not the 
University one.
