Perhaps InCommon could try to provide identities to K-12? Then these kids
could use these identities the rest of their lives.

I assume the purpose is "use an identity you have now and are comfortable
with". I do not dispute that most people are very happy using Google to do
this.

I don't think it's possible to really do that top-down, but to the extent
that federation with a lot of options is ruled out, then creating an
artificial option that people like me could choose is at least better than
nothing, yes.
