I think use of a Google, PayPal, Verizon, or other ICAM credential makes more
sense for these use cases. Bring your own Identity. Works for students or
parents.

More and more schools (brown included) are now in the business of "lifetime
credentials". Admittedly there are crass business reasons for this ("Brown's
relationship with you will continue thru probate"). But, there are also other
reasons (eg ordering transcripts).
My big worry with this plan, tho, derives from my experience with FAFSA forms
while my daughter was an undergraduate. The forms required lots of financial
info from the parents. Since this email is in writing... and someone has
already stated under penalty that she filled out the forms... I'm not going
to say that I was involved in that process....
but I can certainly imagine that there are lots of situations where the
parents completely handle the forms and sign on behalf of their child ...
however, if a federated login is needed in order to access the forms, will
those credentials really retain their associated LOA ?
