Right, it's hard to couple them very tightly if you want to use Apache to 
serve up static files. With an active server, you can extract the SAML 
attributes from the response and use it to inform the HTTP cacheing layer. 
However, insisting on that would rule out non-active implentations, which we 
didn't want to do.
