If the MDQ protocol really is straight up HTTP documents, which it appears to be by design, there should be ample opportunity to make those documents highly available via CDNs or similar.

The intention is certainly to allow very simple HTTP servers to serve up responses for the use case we're interested in. Ideally, something like unadorned Apache, but a slightly more intelligent special-purpose server (which can grok the SAML profile a bit better natively than a standard web server does) is also an option.

Is there a more recent update to the MDQ protocol than the one that expires October 26, 2015 (https://www.ietf.org/archive/id/draft-young-md-query-05.txt)?

No, that's still the most recent version. I should really refresh those, but it always seems like busy work when there are no changes.
