The following question may be related to the server-side static cache
that Rhys talked about today, I'm not sure.

An XML metadata provider (as implemented in Shibboleth) has an
optional backing file. At startup, the backing file is used to
initialize the deployment with valid metadata. (AFAIK, that is the
only use of the backing file.)

Does it make sense to maintain "backing files" of per-entity metadata?
That is, each resolved entity descriptor is cached in a local
directory, and at startup, the cache is used to initialize the
deployment. (As an aside, this can be implemented using the new
"file://" feature in Shibboleth.)
