I know of very few sites using such a policy (and I happen to be one), so
I don't think that's necessarily the case. It might be, but I don't assume
so.

So if my understanding is correct, OSU and MCNC make two who are using a policy whose IdP recognizes all InCommon SP entities and is willing to (by default) release a small set of attributes to those SPs and those SPs only. Perhaps it would be worth surveying the InC membership to get a better feel for how many others might be in the same boat?
