Indeed the fragmentation risk is a drag.

Although presumably the rules to be in EduGain are different from the rules to be in InCommon. Accordingly, in my view it would be really nice if it remains easy-as-pie to recognize your fellow InCommon entities, and those entities only. If there is only one aggregate and that includes entities not playing by the InCommon rules, I wouldn't necessarily have that easy-as-pie method. Would that potentially reduce the value of the InCommon federation -- at least to some InC members?
