Agreed. Scott K. brought up a very important point. The Federation needs
to be effective for those orgs that are the reason that the Federation
exists.

On the whitewall in front of me someone wrote effort on one side and
struggle on the other. A line connects the two. What exactly do we hope
to accomplish by putting resources (effort) into orgs that don't have a
use case for federation in the true sense? The value prop just isn't
there for these places. It's become a struggle. Unless we define
compelling value statements, the federation is seen as just an easier
(to them, debatable) way to integrate with cloud services.
