Not in the cloud vendor space and not on efforts connected to campuses that
are focused on cloud integrations as the reason they're operating an IdP.

I think upleveling campuses that are invested in and care about research and
collaboration goals is a worthwhile effort, alongside the more "keep the
lights on and moving forward" tasks.

I think that's worth discussing, but I'm leery of any effort to "forcibly
create" a market for something and I also think you're very optimistic about
the impact. Campuses that don't care don't care. They aren't going to start
caring because there's more to not care about. They simply don't, it's not
part of their mission as organizations or within their scope of effort.

If anything, this is where TIER can help, by skipping the "on premise, but
different" model and going straight to a managed service. Or a hub if that's
the direction. That does seem to be what other federations are doing. I don't
see any real alternative.
