I agree with that assessment but it begs the (more positive) question:
how do we invest what limited resources we have? One approach is to
abruptly turn the problem on its head and focus on the R&S SP (which
is essentially what David suggested). Set a concrete goal to double
the number of R&S SPs in the next 12 months. In doing so, we will make
R&S indispensable and irresistible to IdPs.
