You are confusing the visual notion of "background" with the technical
term in the context of a "transparent background".

The image you point do does not have the "correct" aspect ratio since it
is 100 x 107 instead of 80 x 60. It is higher than it is wide.

To fix this I used gimp and rescaled the image to be 60 pixels high. I
then changed the canvas to make it 80 pixels wide with a transparent
background (essentially "padding" with a transparent background).

The new image which is suitable for display in a wide spectrum of IdP
discovery services including the Shibboleth EDS is attached. You can
save it as a file and open it in your web browser and it will look the
same visually--I did not change any visual aspect of the logo (it is
just smaller now).

This is what we are doing now by hand for every discovery service we
deploy in production for every IdP we know we are going to use because
there are no standards (yet).
