Scott,

I want to take a step back, because I maybe don't understand the core
challenge to be addressed.

For instance, UMich's MDUI Logo
(https://shibboleth.umich.edu/images/StackedBlockM-InC.png) takes up the
full square and doesn't have a transparent background, but appears to be an
intentionally designed icon. From your perspective, do you think this is
appropriate, or are you hoping for, say, just the M on a transparent
background (hypothetically of course, just trying to understand what you see
as ideal).

My anecdotal evidence talking with two professional graphic designers (I
really did ask) is that the statement "background must be transparent"
is reasonable and stated technically correctly so that any desinger can
understand it.

My suggestion is to specify it and wait for the feedback that IdPs feel it
is a burden to honor it, and only then consider lowering the bar.
