InCommon metadata support

We were getting reports of people having trouble logging into services where
the service provider was InCommon Federated between 3pm and 5pm on Friday,
September 15.  Sites for which we had added their metadata to our IdP manually
did not have any problems.  We had not made any recent changes to our IdP.

One of the service providers said that the entityID in our metadata was
inconsistent, one place reported it with a port designation (':443') and
another didn't.  When we first submitted our metadata to InCommon, it had the
:443, but we were told that we had to remove it to be InCommon Federated, and
so we did.  That was over a month ago.

The fact that it was only InCommon Federated SPs that had the problem made me
think it might have gotten messed up on the InCommon side.  I also read that
InCommon publishes metadata updates around 3pm Eastern time:

I ended up downloading a new InCommon metadata file and restarting our IdP
(since just restarting didn't change anything.)  That was around 5pm and
appeared to fix it.  I was just wondering if I had actually fixed it, or it
was just a coincidence that it started working again.
