I don't see how it can be.  Just because a URL doesn't contain a date or a 
version number does not mean that a different URL would not be supplied if 
the policy did change.  All you can get by looking is a suspicion that it 
hasn't changed *yet*.

I agree that you'd also be justified in having some suspicion that someone 
who used an undated or unversioned URL for something like this probably 
wouldn't bother, but you can't actually tell.
