I can only speak for myself but eduGAIN seems like a very reasonable
first step. After that, I have every reason to believe we could reach
a bilateral agreement with the UKf without too much hassle. In the
meantime, if REFEDs could resolve the R&S issue, we'd be well on our
way (to somewhere :)

How long? As usual, we have lots on our plate, but if we can't make
eduGAIN work within 6 months, something's wrong.
