What other alternatives exist that could help InCommon help LIGO with
its interfederation needs in Europe on a timescale of less than 2
years? Less than one year? Less than 6 months?

I only know of the possibility of an agreement between InCommon and
the UK. I am unaware of any other work going on between InCommon and
other federations.
