The Identity Assurance Profile refers to the min-entropy of secrets, and
AFAIK 800-63 is where that concept is defined (although it's mighty dense
material and may need a supplement). Also, keep in mind that there are two
versions of 800-63: the historical version and a more recent version (which I
don't think is even final at this point).
