Per-Entity Metadata Working Group

I’m now serving InCommon metadata at a MDQ Base URL of 
(http://angmar.memphis.edu/). This is a mirror of the existing pilot MDQ 
server as of last evening, but will not automatically update. I used apache 
2.4.6 with the two settings that Tom M. has tested so far.
