You don't, because that's not needed.
A combination of unsolicited responses pushed from the IdP along with
simple /etc/hosts manipulation on your client means you can test the SP
against your development IdP without any such changes, and if you did it
the other way, it wouldn't mean anything because the IdP wouldn't be the
same, giving you an unreliable test.
