As the author of that statement, and not being particularly proud of the
wording, the point of that IOP language has to do with software design and
behavior, not the "meaning" of metadata in a policy sense.

IOP is very much a standard written by somebody very frustrated with the
disconnect between what standards address and what software has to
actually decide how to do.
