Hi Scott,

The InCommon RA is authoritative for these elements in metadata, and we
require that they match the name on the InCommon Participation Agreement
submitted by an organization. We can accommodate exceptions in the form
of sub-organizations. These sub-organizations may have an
OrganizationDisplayName which is different from the parent
organization. The parent organization's OrganizationName will, however,
still be present on the child org's metadata.
