That works for me.  I see that Tom has now sent a separate document out for comment.  I haven't looked at it yet, but maybe it's a path for you and me to finish up the report and simply reference his document.

I'll suggest that the first two sections might be included in an
appendix while the third section ("Producing Per-Entity Metadata")
