Per-Entity Metadata Working Group

I've been tasked with writing a document that describes "InCommon
Metadata Production" (or at least that's what I *think* I was tasked
with :) Here is a working draft of such a document:

The document is publicly accessible with commenting enabled. If you
would like full edit access, please send along a share request.

I'll suggest that the first two sections might be included in an
appendix while the third section ("Producing Per-Entity Metadata")
belongs in the report body. Other thoughts and comments are welcome of
course.
