Not really; that's a Shibboleth question, and the answer is that there are
all kinds of subtle and not-subtle things that can change, such as XML
encoding details, signing algorithms, and so forth, and the only way to debug
an SP that isn't explicitly telling you the problem is to contact whoever
runs it, or inquire on the mailing list as to whether anybody else is
familiar with the service and its behavior.
