InCommon metadata support

I will but this upgrade from 2.4 started back in September before finding out about the 3.1.2 EOL date. We just completed production in December and our semester is about to start; we'll have to stick with this until we are able vet the 3.2.x release and all the changes. Hopefully, the end of February when all of the InCommon / eduGAIN stuff is behind us would be a good start.

No, you need to upgrade to the latest version. That old version is not
supported by the Shibboleth project.
