As you know, the current location of InCommon metadata is:

http://wayf.incommonfederation.org/InCommon/InCommon-metadata.xml

We also support TLS on wayf.incommonfederation.org:

https://wayf.incommonfederation.org/InCommon/InCommon-metadata.xml

but we don't advertise it. FWIW, we know that a few sites fetch
metadata over TLS.

My question is: Do we need to support TLS on md.incommon.org?

We're tempted not to support the latter at all. Thoughts?
