Some very minor comments on the current version.

I think it would read a little better if it just said "SHA-256" throughout,
instead of hedging by saying "a SHA-2 algorithm" or similar. It does say
SHA-256 in one place, but unless anyone thinks there's any reason to choose
anything other than SHA-256, it's clearer to just be explicit.

Similarly, the second bullet under item 3 could be explicit that this is the
initial state, not the permanent one. This is covered later, but if the
obvious question can be answered at the point it comes up then it's less
distracting.

I wondered if you had given any thought to moving the error handling service
to its own vhost rather than bundling it in with the discovery service.

The last section on actions is out of date in terms of the names of the
metadata files. It just needs to be brought into sync.
