Dear reviewers,

Thanks for the comments so far on the first document drafts.  I have 
attempted to take most of these into account in a second set of drafts which 
you can now download from here:

If you have already commented, note that I have listed the changes for the 
second draft separately for convenience.  The major additions are in the FTS:

        • In response to comments from InCommon, added text giving some 
rationale for and semantics of the registrationAuthority value table, and the 
cases in which the UK federation might need to invent values.

        • Document the UK federation's use of the <md:KeyDescriptor> element.

I'd appreciate the people who made suggestions in these areas checking the 
new text.

If you haven't been able to comment yet, there is still probably time for 
another draft before the TAG meeting so please don't hesitate to do so.  
There will in any case always be another version in preparation even if I 
can't fix things for this edition.
