I honestly think it's a separate issue. Interfederation at the technical
level is about passing between trust communities. I don't think it
directly speaks to any particular metadata distribution model (or to
whether metadata is the vehicle at all), all of which are equally
applicable (or not) to interfederation as to any large federation in
isolation.
