There seemed to be tacit agreement on the call the other day that
metadata distribution should be on this group's TODO list. If so, then
I wonder if this should be explicitly mentioned in the charter?
Metadata distribution is on the TAC's larger list of work items, so
including it in this group's set of deliverables sends a clear message
back to TAC that it's being worked on.

Thoughts?
