Certificate handling in the Federation Manager has changed. As of this
morning, it is no longer necessary to upload certificates destined for
SP metadata since certificate management is now handled completely
inline. See the screen shots shown in the FM Change Log [1] or better
yet, log into the FM and see for yourself. Simply click the link
“Service Provider Metadata Wizard” and then “Add a New Service
Provider” to see the new interface.

At this time, it is still necessary to upload certificates destined
for IdP metadata. However, this too will change. A mocked up user
interface [2] will give you an idea where all this is headed.
