If you became a delegated administrator prior to November 19, 2012,
but you are now having problems editing SP metadata, please read this
message:

An upgrade to delegated administration [1] on November 19, 2012 may be
causing problems for delegated administrators that were provisioned by
a site administrator prior to that time. If you log in as a delegated
administrator and receive the following error message:

"Submitted Metadata In Process”

or are having other problems editing SP metadata, please ask your site
administrator to do the following:

1) Log into the Federation Manager and click the link “Delegated 
Administrators”
2) On the delegated administration page, click the link "Assign
Metadata to Delegated Administrators"
3) Next to the entityID of some SP, select the desired delegated
administrator from the drop-down menu and press the “Add” button
4) Repeat the previous step for every delegated administrator that
needs to edit SP metadata

After the site administrator has performed these steps, the delegated
administrator should be able to edit the corresponding SP metadata.
