We recently review our procedures for handling the vendor complaints of excessive download. Of course, shortly after reviewing the policy we have several complaints. We have the same mixed environment.
The vendor generally contacts our Electronic Resource Librarian. If the ip in question is the ip of the proxy server, the information is forward to me. I track back through the proxy server logs and our authentication logs to identify the user and forward the information to the Electronic Resource Librarian. If the ip in question is not the proxy server, the information is sent to the University's Security Office and they take over the investigation. I think that Shib would really help in this process - only one log to look at. Also, when a vendor deactivates the proxy server ip it impacts all of our remote users. wrote:

with the current access control frameworks... does anyone have a way to "block" a single user's access to licensed resources? If they work from a single location, you could ask all the vendors to block that IP address? This would be rather easy to get around, however.... You could call the person in, and have the usual disciplinary mechanisms deal with them -- at psu, is this what the elec resource librarian or security officer would do?

does anyone currently have an effective method?
