Dear Colleagues,

The InCommon Assurance Advisory Committee (AAC) has been working on a way for the InCommon Federation to achieve a baseline of trustworthiness for all of its interacting parts, i.e., those of its participants as well as the operations of the federation itself. In part, this work is motivated by a desire to do better than the Participant Operating Practices statements that have been requested of participants since InCommon began. These have brought transparency to operating practices to the extent that they have been published, but the approach lacks standardization, is not uniformly observed, and is not designed to help achieve any particular level of trustworthiness.

To inform changes InCommon might make to the status quo the AAC took a step back and decided to try to express, in simple and straightforward language, what those who rely on federation expect of themselves and of their federation partners. The current draft form of that _expression_ is contained in the document "Baseline Expectations for Trust in Federation".  We ask for your feedback. Do the expectations reasonably reflect what you think is essential to a basic level of trust in federated transactions?

We are trying out this new way to gather such feedback in the hope that it will allow everyone to see everyone else's feedback, and in the hope that asking for feedback will not generate a massive email thread on this list that is a burden to those who are not interested in giving feedback on this topic.
