I'm pleased to announce that voting has closed and to welcome the 53rd and 54th members of eduGAIN.

The details of the vote are available online:

The summary is:
 * 31 votes cast (one via email)
 * 22 in the affirmative / 9 abstain for Bulgaria/BIF
 * 22 in the affirmative / 9 abstain for Hong Kong/HKAF
 * An affirmative vote by email from Iran/IRFED who don’t have a suitable login to Foodle
 *   1 vote is a duplicate (cast as abstain)
 *   5 federations (Belnet, TAAT, FÉR, SIR, PEANO) regain their voting right
 *   9 federations (COLFIRE, WAYF, HAKA, Edugate, ArnesAAI, Tuakiri, Oman KID, YETKIM and AAIEduMk) remain on the excluded list
 *   3 federations (CAFe, FEIDE and PIONIER.Id) join the excluded list
 * 42 federations are now on the active voting list (+5 regain -3 excluded +2 new) an overall increase of 4.

I'll instruct the OT to make the necessary arrangements to update the status page https://technical.edugain.org/status.php and liaise with these federations on supporting their participation in eduGAIN.

Additionally, the deputies + delegates from BIF and HKAF have been added to the eduGAIN-SG mailing list.

Thanks to the work of all Steering Group members in voting, assessing the federations and providing them feedback and the work of our newest members in working toward participating in eduGAIN.

just a reminder that this voting process is still proceeding and you have until next Friday morning (Amsterdam time) to submit your vote (not tomorrow - but _next_ Friday).

Thanks to the 12 federations that have cast a vote thus far.

For the vote to conclude before the deadline of Friday 27th October 2017 we’d need:
 * 13 more positive votes,
 * or 20 negative votes (but I don’t see that happening).

If the vote was to conclude now (which it hasn’t) the voting situation in the future would be:
 * Nine (9) federations (COLFIRE, WAYF, HAKA, Edugate, ArnesAAI, Tuakiri, Oman KID, YETKIM and AAIEduMk) would continue to be excluded from voting (they can correct this by voting “I abstain”)
 * Seven (7) federations (AFIRE, ACOnet, CAFe, eduID Lux, FEIDE, PIONIER.Id and RCSTaai) would be added to the excluded list (they can avoid this by voting as LAIFE did - even if they choose abstain)
 * Five (5) federations (Belnet, TAAT, FÉR, SIR, PEANO) would regain their voting right for future votes (because they cast a vote).
 * Bulgaria/BIF and Hong Kong/HKAF would join eduGAIN bringing the membership count to 54.
 * The active voting list would remain at 38 members, but a different set (38-7+5+2 new).

I’ll send a final summary on Friday 27th October and update the voting page.

the Hong Kong Access Federation (HKAF) http://www.hkaf.edu.hk/ serving the constituency of researchers and educators in Hong Kong and Macau, has written its policy document (based on the policy template), metadata registration practice statement, having developed with assistance of Australia/AAF, is declaring itself as a production federation is now seeking inclusion in eduGAIN. The HKAF is operated by JUCC which is also the eduroam Roaming Operator for Hong Kong and a long time collaborator with GÉANT via the APAN and TEIN community.

the Bulgarian Identity Federation (BIF) http://bif.bren.bg/ serving the constituency of the Bulgarian research and education community, has written its policy document and metadata registration practice statement (based on the policy template) and is declaring itself as a production federation is now seeking inclusion in eduGAIN. BREN is a member of GÉANT and the development of its federations is being supported by the GN4-2 Project.

These documents have been assessed by your peers and all pending issues have been resolved.

And as per section 3 of of the eduGAIN Constitution, I believe that the application by these two (2) federations meets all of the mandatory requirements for eduGAIN membership and as such now provide that information to the membership of eduGAIN to seek your confirmation via this vote:

While there are 52 eduGAIN members at this point in time - only 38 members have an active voting right (see: https://wiki.geant.org/display/eduGAIN/eduGAIN+Votes ).

This will be a vote by simple majority from today (Thursday 12 October 2017) until Friday 27th October 2017. 

The vote can end early if 20 votes in the affirmative are received before the deadline from the 38 active voting members. Otherwise more positive than negative votes are required by the deadline. Note that only one (1) vote is accepted from an eduGAIN participant and the delegate/deputy should determine who votes on behalf of their federation.

Votes cast by members that have been excluded from voting will restore their voting rights for future voting occasions but will not affect the outcome of this vote.

I'll provide an update on the progress of voting (and a reminder) in one (1) week from today.

The OT is responisible for validating and accepting the metadata of these federations if/once their status of member is accepted.
