FYI
InCommon was one of the first 'yes' votes.

All,
I'm pleased to announce that the 49th member of
eduGAIN is SGAF.
The voting period remains open until Friday 30th
June 2017 but Singapore/SGAF has reached the necessary 23
votes:
The summary is:
* 27 votes cast in total (4 vote abstain)
* 23 votes cast in the affirmative
I’ll provide a further update once voting is
closed and update the voting status on the wiki.
Additionally Simon and Shen are subscribed to
this list, so welcome!

All,
just a reminder that this voting process is
still proceeding and you have until Friday morning
(Amsterdam time).
For the vote to conclude before that time
we’d need:
* 14 more positive votes, or
* 22 negative votes (but we haven’t heard
any issues with SGAF’s application)
If the vote was to conclude now (which it
isn’t) the voting situation in the future would be:
* Four (4) federations (COLFIRE, MATE,
Tuakiri, Oman KID) would continue to be excluded from
voting (they can correct this by voting “I abstain”)
* Nine (9) federations (Belnet, Haka,
Grena, DFN-AAI, GRNET, LITNET FEID, RCTSaai, SIR, FEBAS)
would be added to the excluded list (they can avoid this
by voting - or doing as
eduID.lu did by choosing “I
abstain” or voting in the affirmative as MINGA did).
* SGAF would join eduGAIN bringing the
membership count to 49.
* The active voting list would be reduced
to 36 members.
I’ll send a final summary on Friday morning
and update the voting page.
Thanks,
-Brook

eduGAIN Delegates (and Deputies),
I have the pleasure to announce
that the Singapore Access Federation (SGAF)
https://www.singaren.net.sg/SGAF.php serving the
constituency of Republic of Singapore research
and education community, has written
its policy document, metadata registration
practice statement and is declaring itself as
a production federation is now seeking
inclusion in eduGAIN. These documents have
been assessed by your peers and all pending
issues have been resolved. You can review the
supplied information which is accessible from
the eduGAIN Technical Status Page:
And as per section 3 of of the
eduGAIN Constitution, I believe that the SGAF
application meets all of the mandatory
requirements for eduGAIN membership and as
such now provide that information to
the membership of eduGAIN to seek your
confirmation via this vote:
(redacted)
While there are 48 eduGAIN members at this
point in time - only 44 members have an active
voting right (see:
This will be a vote by simple
majority from today (Thursday 15th June 2017)
until Friday 30th June 2017.
The vote can end early if 23 votes
in the affirmative are received before the
deadline from the 44 active voting members.
Otherwise more positive than negative votes
are required by the deadline. Note that only
one (1) vote is accepted from an eduGAIN
participant and the delegate/deputy should
determine who votes on behalf of their
federation.
Votes cast by members that have
been excluded from voting will restore their
voting rights for future voting occasions
but will not affect the outcome of this
vote.
I'll provide an update on the progress of
voting (and a reminder) in one (1) week from
today.
The OT is responisible for validating and
accepting the metadata of SGAF if/once their
status of member is accepted.
I hope you join me in welcoming the Singapore
Access Federation (SGAF) to eduGAIN.

All,
I present to you the
application of:
* Singapore/SGAF
who has Signed the eduGAIN
Declaration, has a policy based on
input from various federations but
diverges from the policy
framework, is self declaring their
federation as a production service
and is working within the
framework of the Identity and
Access Management task force of
APAN (TF-IAM) in the development
of their federation.
You can find more
detailed information about the
federation under "eduGAIN
Candidates" at https://technical.edugain.org/status.php
While the MRPS is not reflected in
their candidate entry the SGAF
Metadata information, MRPS and
Web SSO tech profile can be
found at https://www.singaren.net.sg/SGAF-metadata.php.
This application is from an
organisation that is closely
aligned with the APAN and TEIN
communities in the Asia Pacific
region and is also well known to
the GÉANT community.
To provide guidance on
your assessment I’ve performed a
summary (attached) of their policy
(available on the SGAF website https://www.singaren.net.sg/SGAF.php )
and addresses all of the key areas
required of the policy template.
So I ask the following
federations to specifically review
the submission by SGAF:
* Belgium/Belnet
Federation
* Brazil/CaFe
* Canada/Canadian
Access Federation
* Chile/COFRe
* Colombia/ColFIRE
All eduGAIN members
can (and should) provide feedback
on this.
If you have any questions please
contact Simon and Shen (in cc but
not yet part of this mailing
list).
My intention is to
call a vote to accept
Singapore/SGAF as a member after
I’ve received confirmation from at
least 3 of the specific
federations that this policy is
inline with their expectations. An
electronic vote will then be
called in this same email thread.
Thanks,
