Looks good.  I suggested a punchier alternative to the two last paragraphs, figuring people can get details by reading the report, but I'm happy to leave your more explanatory version, too. (My UCOP experience showing, I guess.  Just tell executives what they need to do  They often don't care why, only that you've done the homework to know why.)
