InCommon metadata support

Hi Patrick,

We just started our production MDQ project in earnest.  We are laying
out the project roadmap and the plan is for general availability to
happen in (roughly) June, 2018.  We need to do things like issue an RFP
for a Hardware Security Module to store new signing keys, do a key
signing ceremony for the new keys, build out and load test the new
infrastructure in AWS, set up monitoring, etc.  The good news is that
our new DevOps manager, Dave Shafer, started this month.  Our Security
Lead, Shannon Roddy, starts next week.  Shannon will have responsibility
for the HSM requirements and procurement process, and Dave and Shannon
will work together with other team members to design and build out the
production service.
