If things weren't working, you wouldn't have any metadata loaded at all. If
one IdP is impacted, and the metadata is fresh, then their metadata is simply
wrong.

Yes. You can just look at the expiration time in the metadata, I think it
should 2? weeks out from the time it's signed. Maybe 3. Anyway, should be
recognizable interval and you could compare it to what's actually on the web
site for verification.
