The spec says that if you do a GET at .../entities (instead of
.../entities/entityName), you get an aggregate with all of the entities in
it, yes. It's also potentially valid to assign other identifiers to arbitrary
collections, so locations like .../entities/all-entities.xml can be made
valid (that's an "entity name" of "all-entities.xml", just to be clear).

The intention of having that in the spec was to allow a transition from
aggregate to per-entity metadata at a single location.

One difference would be with respect to signatures. The static aggregates are
signed using an offline key, the per-entity metadata and the /entities
aggregate on mdq-beta are signed online using a different key at present.
