There are the known tools (open source) that can ingest metadata and load
ADFS along with the usual Shibboleth, SimpleSAMLPHP, and Ping commercial
tools.
  
I don't see a reason for them to not be able to ingest any aggregate as
long as it's SAML2 compliant.

If an ADFS to SAML tool is missing, let me know(Leif J and I maintain the
adfstoolkit.org site)
