I was looking at the link in the transcript suite for college
transcripts which leads to an XML College Transcript Guide at
http://www.pesc.org/interior.php?page_id=164.  The PDF implementation
guide for version 1.1.1 is on the right.  Pages 35 and 36 list the SSN,
SIN, and student identifier fields we were discussing.  I also searched
and found OPEID in several locations, but first on page 7.

Can someone point to the PESC standard that Nancy was quoting from on 
today's call?  I couldn't find any info about OPE ID on the PESC web
site. 
I did find:
