The InCommon Federation Manager has been upgraded to version 4.0.0.

In addition to various bug fixes, this release brings two major changes:

1)

IdPs can now self-assert R&S support without the need for completion
of a form or resubmitting metadata. R&S Support can be declared either
when an IdP is first registered or added at a later point.

Note: SPs will still need to complete the form as before due to vetting
required of Services Providers to ensure the Service Provider meets the
requirements of R&S.

2)

Baseline Expectations is now mandatory on new and updated metadata. You
will be unable to submit metadata unless Baseline Expectations are met. 

As a reminder, an entity must have:
 
- at least one administrative contact with a valid email address;
- at least one technical with a valid email address;
- at least one security with a valid email address;
- a valid privacy statement URL, and that it:
        - points to your organization’s published data privacy statement;
        - returns an HTTP 200 response from a GET request;
- a valid logo URL, and that it:
        - points to your organization’s (or service’s) logo, suitable for 
display 
                by fellow federation services to help a user identify your 
                organization/service when choosing or accessing service;
        - returns an HTTP 200 response from a GET request;
 
Missing these requirements had previously triggered a warning in the 
Federation Manager, but publication was still allowed.
