After further investigation, it appears that a CPU utilization spike caused
by the InCommon Discovery Service resulted in the Discovery Service failing
to start. Internet2's technical staff has increased memory and CPU available
to both Discovery Service hosts to accommodate increased CPU and memory use.
The service is now stable.
