InCommon operations has resolved the issue preventing us from signing 
metadata. Metadata is staged for signing tomorrow.

A brief root cause analysis is below for those interested:

InCommon introduced a new metadata hold feature in our RA operations, which 
is intended to allow the RA to put metadata into a 'Hold' status visible to 
both Site Administrators and the RA, while we are working with Site 
Administrators to address problems with the metadata submission. If a Site 
Administrator submitted updated metadata for an entity descriptor already in 
this hold status, which had previously been published, it resulted in 
duplicate entity descriptors: One in a 'published' status and one in an 
'approved' status. When operations triggered a metadata publication 
operation, duplicate entity descriptors were produced, which stopped the 
aggregate from being created.

We have filed a high priority issue with our development team, and they will 
address this to prevent a reoccurrence. They will add additional tests to 
check for the correct behavior.
