Apparently the GLUU server does not support entity attributes:

The ability to specify attribute release policy based on entity
attributes is critical functionality. For example, an IdP deployment
that does not support entity attributes can not support the Research &
Scholarship category of services.

If you are a GLUU customer (or even a prospective GLUU customer),
please add +1 to the following issue and help raise awareness of the
problem:
